The rules governing credit cards have changed dramatically in recent months, thanks to legislation signed by President Barack Obama last year.

The new regulations, rolled out in stages starting last summer, wrap up with several new provisions that go into effect Aug. 22.

Experts say some of the rules will result in immediate benefits for consumers, but the changes likely will lead to new headaches as well.

Already, the Credit Card Accountability, Responsibility and Disclosure Act of 2009, or CARD Act, has increased the time consumers have to pay their monthly statements and has placed restrictions on sudden interest rate increases.
